Test of English as a Foreign Language, also known as TOEFL, is one of the most prominent tests for English language in the world. It has been recognized by more than 7500 colleges and universities, across 130 countries. TOEFL test is conducted into two modes - Internet-based format and Paper-based format. The candidates, seeking to appear for both these formats have to submit separate fee for each of the modes. Payment Policies
The payment policies for TOEFL IBT are as follows:
  • Payments are made in full when the service is requested.
  • While payment, the correct numeric and written dollar amount should be given.
  • The payment should be accompanied by appropriate signature(s).
If a candidate does not submit the correct fee, then his/her registration form or request for service will be returned. Moreover, the methods of payment are subject to change without any prior notice.
 
Forms of Payment
Candidate can make payment in the following forms:
  • Credit/debit card (Discover, American Express, MasterCard, JCB, or Visa).
  • E-Cheques or Electronic Cheques drawn on a bank in the US or its territories. They can be used to register online or by phone.
  • Registration vouchers with local currency and/or register in person at TOEFL iBT Test Resource Centres. They can also be used in place of credit cards during the registration.
  • Fee can be submitted through ‘Paper Cheque’. Paper cheque consists of three types - (i) personal paper cheques or money orders made payable to ETS-TOEFL iBT, (ii) Euro cheques drawn on a bank in the same European nation as the currency, and (iii) cheques in Canadian dollars drawn on a bank in Canada at the rate of the US dollar + GST/HST/QST.
  • The Visa or paper cheques are only applicable for the countries - Ghana, Kenya, Nigeria, Togo, Benin, Cameroon and Cote d’Ivoire.
Forms of Payment Not accepted
The payments are NOT accepted in the forms of:
  • Cash or demand drafts
  • Post-dated cheques
  • Receipts for bank cheques
  • UNESCO coupons
Instructions for Payment:
 
  1. Registration Voucher: The instructions for registration voucher are as follows:
(a)   It is applicable for the TOEFL IBT test only.
(b)   Candidate has to purchase registration vouchers with local currency at a TOEFL iBT Test Resource Centre.
(c)   Registration voucher cannot be exchanged without a voucher number and not is transferable to another person.
(d)   Registration vouchers must be used by their date of expiration.
(e)   While registering online through vouchers, a candidate has to follow these steps:
(i)                 Log on to www.ets.org/toefl/voucher.
(ii)               Choose destination in TOEFL® Destination Directory (PDF).
(iii)             Create a profile for TOEFL IBT and follow the given instructions.
(iv)              Choose ‘voucher’ on ‘Select Payment Method’ and enter the TOEFL Registration Voucher number. The registration confirmation will be sent to the candidate’s email.
 
  1. Electronic Cheque: The instructions for electronic cheques are given in following lines:
(a)   Candidate has to provide information regarding the bank account number     or preprinted cheque number or bank routing and transit number.
(b)   While paying through electronic cheque, candidate should authorize ETS to make a one-time deduction from his/her checking or savings account.
 
  1. Paper Cheque: The instructions for paper cheque are given below:
(a)   Paper cheques must contain preprinted bank name, bank address, cheque or money order number and payer’s name and address. Typewritten payer name in place of signature is not acceptable.
(b)   Post-dated cheques are not accepted.
(c)   The dates of paper cheques cannot be more than 90 days old, when it received by ETS.
(d)   Candidates have to draw Euro cheques on a bank in the same country as the person writing the cheque.
(e)   For insufficient funds, candidate will be charged a service fee of US$20.
 
 
Refunds
Candidates, who are seeking to receive refunds, have to cancel their registration prior to the last date i.e. three days before the test date. Importantly, refunds are only be given in US Dollars for half of the original test fee paid, while the remaining balance is retained to cover expenses of the registration process and holding a seat at the test center. However, the instructions for refunds are given in following lines:
  • Refunds for registration vouchers are managed by the TOEFL iBT Test Resource Centre where they were purchased.
  • Cash refunds are not applicable.
  • Refunds of personal cheque drawn on a U.S. domestic bank will take eight months to process.
  • Refunds for non-US funds drawn on a bank outside the U.S. will take 12 weeks to process.
  • Refunds for e-cheques will be credited back to the original credit/debit card or bank account.
  • In the situation of not following the registration procedures or failed to present the required identification documents at the test center, refunds cannot be given to the candidate.
  • Refunds are not applicable for other services.
 
Fee Reduction Service for TOEFL IBT
To appear for TOEFL IBT test, there is a provision of TOEFL Fee Reduction Service. The main purpose of initiating such a service is to provide facilitate high school seniors in the U.S. with financial need and wish to apply for colleges and universities, which accept the TOEFL scores. Under this service, the cost of the fee reduction voucher is half of the regular test fee.
